日前，日本著名美妆集团资生堂入驻 “中国化妆品产业之都”的上海东方美谷。
要说这有何稀奇呢？我们先得说说坐落在上海奉贤区的东方美谷。这个长三角地区最大规模的健康美丽产业集群，近年来，已成为上海市美丽健康产业的核心承载区。目前，东方美谷已吸纳三千多家知名化妆品公司入驻，品牌价值已达110亿元人民币。而资生堂是入驻这里的首家世界级化妆品企业。资生堂中国区总裁藤原宪太郎称它是“中国乃至全球产业创新的高地”。
在签约仪式上，资生堂宣布，将在东方美谷建立起中国国内的第三家研发机构，持续推进中国市场的本土化。展望未来，藤原宪太郎还表示：“此次疫情并没有减缓我们与奉贤区政府合作的步伐。在疫情恢复之后，资生堂会进一步强化对中国的投资，因为我们相信中国市场将来的前景——化妆品市场、美容行业还会有显著增长。”
资生堂联姻东方美谷应该说是一次共赢之选。一方面，将为资生堂的发展迎来更多机遇；另一方面，这也是东方美谷迈出国际化的重要一步。

亚行协助重庆提升人员技能
ADB To Help Upgrade Skills In Chongqing
亚洲开发银行已批准一笔1.8008亿欧元的贷款，协助中国重庆市提升人员技能，以建设有包容性的创新生态系统，打造多元、高效的绿色经济。
The Asian Development Bank has approved a €180.08 million loan to help upgrade the skills of the people of Chongqing in the Peoples Republic of China to create an inclusive innovation ecosystem that builds a diversified， efficient， and green economy。
该重庆创新与人力资源发展示范项目将通过七个子项目支持重庆以创新驱动经济转型，使包括女性在内的毕业生能够获得战略性新兴产业的就业机会。
Through seven subprojects， the Chongqing Innovation and Human Capital Development Project will support Chongqings innovation-driven economic transformation， enabling graduates， including women， to gain employment within Chongqing in strategic emerging industries。
项目将加强高等教育机构的各项能力，包括为学生开发课程、提升教师技能、改革教材、新增培养行业所需技能和鼓励创业的课程，等等。
The project will build the capacity of higher education institutions to develop courses for students， enhance the skills of teachers， reform teaching materials， and deliver new courses to cultivate skills relevant to industry and to promote entrepreneurship。
项目还将为当地工人和农民提供终身学习的机会。
The project will also offer lifelong learning opportunities to local workers and farmers。
该项目还将支持创建企业孵化平台，设立两个一站式创业公共服务站，并为中小企业和返乡人员提供培训项目和辅导。
The project will also support business incubation platforms and the development of two one-stop stations offering public services relating to business startups； and develop and provide training programs and mentorships to small and medium-sized enterprises and returning migrants。
项目总成本为4.0652亿欧元，其中，政府将融资2.2644亿欧元。项目预计于2026年完工。
Total cost of the project is €406.52 million， of which the government will finance €226.44 million。 The project is due for completion in 2026。
